I have the same problem, and have since installing the game. It is mind-boggling that such a bug exists, because it also affects the tournament games that Valve sells passes for. The workaround I've been using is to enable the debug console - you'll need to change DotA's start-up arguments to do so. Once done, open it after clicking 'download replay' in the DotA client. You should see a message about a failed chunk or something, and it should include a URL. Copy the url and paste it into a web browser to download the file.
Use WinZip or something similar to extract the replay from the bz2 file and copy it to your replays folder. Sly Boogy Judgement Day Rar Extractor. Then, use a console command like 'playdemo replays/xxxxxxx' where xxxx is the filename minus the.dem extension. Alternatively, rename the file to XXXXX.dem where XXXX is the match ID number, and when you go to the match details within the DotA client, it will recognize that the file is already downloaded and give you (working) options to review the match or watch the highlights.
The demo files seem to be 15 or so megabytes for a typical game, and up to 130 or so megabytes for a long tourney game including commentary in multiple languages.
